Every other week during the 120 day session of the Colorado General Assembly the Move Colorado Policy Committee meets and reviews proposed legislation that intersects with transportation. Recommendations to support or oppose a measure will be made to the Board of Directors. The Board will review and take action within 72 hours, with positions published following their deliberation.

Bill Summary: This legislation focuses on public financing of infrastructure through the creation of the “The Building Urgent Infrastructure and Leveraging Dollars Authority.”
The authority’s primary purpose is to finance certain infrastructure projects that are ready for construction or commencement. As used in this context, an infrastructure project is a project that includes, but is not limited to, the development, construction, repair, improvement, operation, maintenance, decommissioning, or ownership of: A transportation infrastructure project, an infrastructure project in a transit-oriented community, a county courthouse facility, a transportation facility; utility infrastructure; renewable energy infrastructure; recycling infrastructure; energy efficiency infrastructure; an education facility; water infrastructure; affordable and accessible housing stock infrastructure ; or digital, social, or other infrastructure related to economic development.
Rationale: Colorado benefits from as many “tools in the toolbox” as is possible as it relates to resources to finance needed infrastructure projects, inclusive of transportation. This newly created Authority provides a resource not currently available.
